Canada Nears Selection of First Foreign Interference Commissioner

Canada is on track to appoint its inaugural foreign interference commissioner. Public Safety Minister Gary Anandasangaree has informed recognized opposition parties and Senate groups about the government’s selection for the commissioner. Anandasangaree aims to reveal the commissioner’s identity shortly, seeking feedback before finalizing the appointment.

The foreign interference legislation, enacted by Parliament in 2024, mandates that the government consult opposition parties before officially designating a candidate as the foreign influence transparency commissioner. While Anandasangaree refrained from disclosing the candidate’s name, he described the individual as possessing exceptional integrity and a distinguished record of service to the nation over numerous decades.

Anandasangaree’s statements followed Parliament’s decision a year and a half ago to establish the position and create a foreign interference registry for individuals working in Canada on behalf of foreign governments. Addressing speculation regarding potential delays to avoid upsetting China and trade negotiations, Anandasangaree clarified that the process commenced promptly upon Parliament’s return.

Previously, Justice Marie-Josée Hogue’s inquiry highlighted transnational repression as a significant issue in Canada, singling out the People’s Republic of China as a prominent foreign interference actor targeting Canadian democratic institutions. An investigation by CBC News, forming part of a broader probe by the International Consortium of Investigative Journalists (ICIJ), underscored China’s escalating transnational repression tactics, particularly targeting dissidents critical of the Chinese government’s stance on sensitive topics like democracy in Hong Kong and treatment of Uyghurs.

Furthermore, the government released draft regulations in January outlining its strategy for the foreign interference registry, while Anandasangaree emphasized the timely progression of the commissioner appointment process upon Parliament’s resumption.
