“Foster Parent Admits Guilt in Child Sexual Abuse Case”

A foster parent in Brandon has admitted guilt to charges involving sexual interference and the production, possession, distribution, and access to child sexual abuse and exploitation material. The 38-year-old individual, who was a foster parent and operated a daycare with their partner, confessed on Tuesday to various counts of sexual interference, production, and distribution of child sexual abuse material for two children, as well as possessing child sexual abuse material where the victims were unidentifiable.

To safeguard the identities of the victims and their families, a publication ban has been imposed to prevent the release of the individual’s name. The arrest of the accused occurred in February following a tip-off from the National Child Exploitation Crime Centre, indicating potential active sexual abuse of children at a residence in southwestern Manitoba.

Upon the arrest, six children present at the residence were protected. The police chief, Tyler Bates, labeled the investigation as “horrific, with tragic outcomes and consequences” during that period. According to an agreed statement of facts presented in court, the accused claimed that the material found on their phone was intended to assist law enforcement in locating perpetrators.

The Norwegian National Criminal Investigation Services provided Brandon police with a conversation involving the accused, where he expressed interest in child exploitation material and child sexual abuse. The charges against the individual include the production and distribution of child pornography, as well as sexual interference with minors.

Evidence obtained from internet service providers without a warrant, under exigent circumstances, was utilized in this case. By pleading guilty, the accused forfeited the right to contest the evidence’s exclusion based on the charter. The sentencing is scheduled for March, with the individual not posing any questions when asked by Justice Patrick Sullivan.
