“Libraries Across Canada Adapt to Rising Homelessness”

The drop-in center run by a local harm-reduction group in central Alberta recently closed, leading to an increase in homeless individuals seeking refuge at Red Deer Public Library, as observed by CEO Shelley Ross. To adapt to the changing environment, Ross has adjusted the hiring criteria at the library, prioritizing the ability to work effectively with the public over traditional library skills.

The shift in focus towards addressing challenges related to homelessness, substance abuse, and mental health among library visitors is a growing trend seen nationwide, not limited to urban areas, according to Mary Chevreau, the executive director of the Canadian Urban Libraries Council. This change has necessitated library staff to develop new skills in empathy and crisis intervention.

While libraries are taking on roles beyond their traditional scope to support vulnerable populations, concerns have been raised about the sustainability of this approach and its impact on the core mandates of libraries. Chevreau emphasized the need for additional resources to address these complex social issues without compromising the fundamental services provided by libraries.

The City of Red Deer has also witnessed a rise in the use of its recreational centers by individuals seeking shelter and community support. In response, the city has allocated funding to expand winter warming initiatives and establish a permanent shelter space. Library spaces continue to serve as important community hubs, offering a welcoming environment for individuals to access resources and connect with others.

Despite the challenges posed by the increasing demand for social services within libraries, Ross emphasized the importance of maintaining a welcoming and inclusive atmosphere where individuals can find support and a sense of normalcy. As libraries navigate these evolving roles, collaboration with external social service organizations and government initiatives remains crucial to address the complex needs of vulnerable populations effectively.
