The Region of Waterloo is seeking to amend a bylaw that may result in the relocation of individuals residing in an encampment at 100 Victoria St. N., in Kitchener by April 1. This action aligns with a site-specific bylaw passed by the region in April 2025, aiming to have the site cleared by December 1, 2025, in preparation for the construction of the new regional transit hub.
Currently, the bylaw is under review by a Kitchener judge, with upcoming hearing dates scheduled for February 5, 6, and 27. Proposed amendments to the original bylaw include extending the deadline for vacating the premises to April 1, 2026, removing the penalty provision that imposed a fine of up to $5,000 for non-compliance, and establishing a transition process to secure alternative accommodations for the encampment residents.
The transition process involves formulating individual housing plans for those at the encampment, offering alternative housing options, social services support, transportation, and storage for up to six months. The region is set to gather public feedback on these amendments during a meeting on Wednesday.
Among the individuals scheduled to speak at the meeting is Lesley Crompton, who has been actively supporting the homeless community in the region. Crompton’s primary concern is ensuring suitable accommodations for the encampment residents beyond the relocation deadline, emphasizing the shortage of shelter space, supportive housing, and affordable housing options.
Another delegate, Benny Skinner, plans to address the allocation of an additional $20 million to the Waterloo Regional Police Service budget while emphasizing the unmet basic needs of the homeless population. Regional Chair Karen Redman reiterated the region’s commitment to assisting those at the encampment in finding suitable housing solutions.
The proposed bylaw amendments are expected to be presented for approval to council members at a special session on Friday.
