“UK Bans Cigarette Sales to Under-18s, Aims for Smoke-Free Generation”

Children in the United Kingdom aged 17 and below, as well as individuals born in the future, will be permanently prohibited from purchasing cigarettes following the approval of stricter smoking regulations by British legislators. The Tobacco and Vapes Bill, set to receive royal assent next week, stipulates that those born after December 31, 2008, will never be able to buy cigarettes. The legislation also imposes tighter restrictions on vaping, including prohibiting the sale of vaping and nicotine products to individuals under 18 and limiting advertising, displays, free distribution, and discounts.

Hazel Cheeseman, the chief executive of public health charity Action on Smoking and Health, expressed confidence in the end of smoking and its harmful effects, stating that it is now inevitable after years of campaigning for such measures. Selling cigarettes, tobacco products, or vapes to individuals under 18 is already illegal in the UK, but with the minimum age for cigarette purchases increasing annually, most young people today will face a lifetime ban on buying cigarettes.

The UK government anticipates that these measures will reduce smoking rates, prevent youth nicotine addiction, and alleviate long-term burdens on the National Health Service (NHS). Health Secretary Wes Streeting hailed the bill’s approval as a significant milestone for the nation’s health, emphasizing that children in the UK will belong to the first smoke-free generation, shielded from lifelong addiction and harm. Streeting emphasized the importance of prevention over cure, highlighting the potential of the reform to save lives, reduce NHS pressure, and foster a healthier Britain.

The enactment of this legislation positions the UK as a global leader in anti-smoking initiatives. The law mirrors a similar measure passed by New Zealand lawmakers in 2022, which was subsequently revoked by a different government. Despite a notable decline in smoking rates in Britain since the 1970s, approximately 6.4 million individuals, or around 13% of the population, continue to smoke, according to official statistics. Authorities report that smoking is responsible for around 80,000 deaths annually in the UK and remains the primary preventable cause of death, disability, and poor health.

In addition to smoking regulations, vaping has emerged as a key focus for British policymakers, particularly concerning youth vaping rates and nicotine dependency. Single-use or disposable vapes were banned last year due to concerns over youth usage and environmental impact. The new legislation will further strengthen these regulations, granting ministers the authority to oversee the flavors and packaging of tobacco, vaping, and nicotine products through secondary legislation.

Approximately 10% of adults in Great Britain, estimated at 5.5 million individuals, use vapes, with usage levels largely stable since 2024, indicating a plateau in growth. Action on Smoking and Health reports that about half of vape users are former smokers, while approximately 40% continue to smoke alongside vaping.
